The year is 2045, the Moon has thousands of permanent human residents and many different colonies. Although initially hailed as a human accomplishment, the colonies soon turned into nothing more than an extension of their founding country; albeit hundreds of thousands of miles away.
However, life in the colonies is completely different from Earth. Yet there are no comprehensive agreements or laws governing these colonies. With more colonists arriving everyday and talks about potential Martian colonies which would be scores more complex and difficult, delegates representing countries and corporations from around the globe have gathered at the United Nations Committee on Interplanetary Affairs to construct the legal framework that will govern space for decades to come. Delegates must decide who has control over the colonies, how land claims should be handled, punishments for breaking laws, and more.
